AB "BSE - the madness is on our minds" at least this is what a leading official of a Federal Ministry of Social Affairs told the author a few days ago. In view of the partly hysterical pulic discussion about the danger of beef and beef products in general, one ought to examine critically whether this madness has not already caught us personally. The overall situation could not have been "madder" or more panic-stricken. Therefore, it is necessary to examine closely and from a legal point of view some excesses of the crisis and the so-called crisis management.
