AB Bovine spongiform encephalopathy (BSE) is the 'mother' of all food safety issues. It provides a valuable case study in which to consider what must be done in the face of a food safety crisis. 'BSE', a scientific and public health problem, can be distinguished from 'mad cow disease', a public policy and communication issue.
